1.4 CAN CSA C811-13 is based on
a) average luminance, average iluminance, luminance uniformity ratio, iluminance uniformity ratio,and veiling luminance ratio as defined in ANSI/IES RP-8;
b) rated lamp watts and rated lamp lumens for HID sources;
c) rated luminaires watts and rated luminaires lumens for LED sources;
d) absolute photometry for LED sources as per IES-LM 79; and
e) light trespass criteria (eye iluminance and luminous intensity) as per IES TM-11.
1.5 In this Standard, "shall" is used to express a requirement, i.e., a provision that the user is obliged to satisfy in order to comply with the standard;“should" is used to express a recommendation or that which is advised but not required; and "may" is used to express an option or that which is permissible within the limits of the standard.

Note: Radiometerically, it is determined from the radiant power. Photometrically, it is the luminous flux emitted within a unit solid angle (one steradian) by a point source having a uniform luminous intensity of one candela.
Luminaire一a complete lighting unit consisting of the parts designed to
a) distribute the light;
b) position and protect the light source; and
c) connect the light source to the power supply.
Luminance (L)一the quotient of the luminous flux at an element of the surface surrounding the point,and propagated in directions defined by an elementary cone containing the given direction and by the product of the solid angle of the cone and area of the orthogonal projection of the element of the surface on a plane perpendicular to the given direction. The luminous flux may be leaving, passing through, and/or arriving at the surface. The luminance is expressed in cd/m.2
Note: In common usage, the term "brightness" usually refers to the strength of sensation which results from viewing surfaces or spaces from which light comes to the eye.
