1.1 CAN CSA D250-16 specifies the chassis and body requirements and safety equipment requirements for school buses. It is a manufacturing standard intended to apply to original equipment supplied by the bus manufacturer.
Note: The main purpose of this Standard is to provide the safest possible vehicle for students using school buses. It needs to be stressed, however, that standards are not substitutes for thorough, ongoing, and comprehensive safety training of students and drivers.
1.2 This Standard applies to the following types of vehicles:
a) Type A1, A2, B, C, and D school buses;
b) Type A1, A2, B, C, and D accessible school buses; and
c) Multifunction school activity buses (MFSABs).
Note: It is intended that this Standard will apply to those vehicles manufactured on and after November 1, 2016. It is anticipated that the authority having jurisdiction in each Province or Territory will apply this Standard to vehicles manufactured on and after that date.
1.3 In this Standard, "shal" is used to express a requirement, i.e., a provision that the user is obliged to satisfy in order to comply with the standard;“should" is used to express a recommendation or that which is advised but not required; and“may" is used to express an option or that which is permissible within the limits of the standard.
Notes accompanying clauses do not include requirements or alternative requirements; the purpose of a note accompanying a clause is to separate from the text explanatory or informative material.
4.1 Currency of compliance
School buses shall meet all applicable standards in effect on the date of manufacture of the chassis of the basic vehicle.
Note: In Canada, these standards are issued under the Government of Canada's Motor Vehicle Safety Regulations (MVSR). See Annex Dfor a list of the sections of the MVSR that were applicable to school buses and in effect at the time of publication of this Standard.
4.3 Seating positions
Where this Standard refers to seating capacity, the number of seating positions in a bench-type seat shall be based on the technical requirements of Section 222 of the MVSR.
Note: This Standard specifies requirements for vehicles that provide protection to seated passengers only. No consideration has been given to the safety of standing passengers. Thus, standing passengers have not been included in overall vehicle capacity.
4.5 Mounting of equipment supplied with the vehicle
Safety equipment, portable support equipment, special accessory items, or other pieces of equipment supplied with the vehicle but that are not an integral part of it shall be secured at a mounting location that is designed to withstand a pulling force of 20 times the weight of the item in any direction or shall be retained in an enclosed and secured latched compartment that is capable of withstanding a pulling force of 20 times its weight with the contents inside.CAN CSA D250-16 pdf download.
