5.2.5.3 The capacity designation used in manufacturer-published specifications, literature, or advertising for air conditioners or heat pumps rated under this Standard shall be expressed in kW or Btu/h in accordance with the standard rating conditions specified in Clause 8.2 and the requirements of Clauses 5.2.1 to 5.2.3.
5.2.5.4 Published cooling capacity and heating capacity ratings and all efficiency ratings (SEER, EER, COP, and HSPF) shall be established in accordance with the tests described in Clause 8 and shall be such that any production unit, when tested, will meet or exceed these ratings, except for a tolerance to cover testing and manufacturing variances, which shall not exceed 5% (see Clause 6).
7.2.1 Minimum standard SEER and HSPF
Equipment covered by this Standard shall have a minimum standard SEER (and in the case of a heat pump, an HSPF) in accordance with the values specified in Columns 1 and 2 of Table 3 when tested in accordance with Clause 8.2 and calculated in accordance with Clause 9.
Note: The HSPF values shown in Table 3 are those resulting from the calculations specified in Clause 9.2 for Region V and for the standardized design heating requirement nearest to the heating capacity measured in the high-temperature heating test.
7.2.2 High efficiency SEER and HSPF
Air conditioners and heat pumps with SEER and HSPF values not less than those specified in Column 3 of Table 3 may be termed "high efficiency" for the purposes of this Standard.
7.3 High efficiency EER
When tested in accordance with Clause 8.2 and calculated in accordance with Clause 9, air conditioners and heat pumps with EER values not less than those specified in Column 4 of Table 3 may be termed “high efficiency" for the purposes of this Standard.
7.4 Minimum and high efficiency COP
7.4.1 Minimum Standard COP at -8.33 °C (17°F)
Heat pump equipment covered by this Standard shall have a minimum standard COP at -8.33°C (17°F) as shown in Table 3 when tested in accordance with Clause 8 and calculated in accordance with Clause 9.3. For two-capacity, two-stage, or multi-stage units, the rating shall be based on high-stage operation. For variable speed units, the rating shall be based on maximum compressor speed. The heating capacity at -8.33°C (17°F), under the same conditions, shall accompany the COP at -8.33°C (17°F) in any manufacturer literature or directory listing.
7.4.2 High efficiency COP at -8.33 °C (17°F)
When tested in accordance with Clause 8 and calculated in accordance with Clause 9.3, heat pumps with COP at -8.33 °C (17°F) values not less than those specified in Table 3 may be termed "high efficiency" for the purposes of this Standard. Only variable speed, two-capacity, two-stage, multi-capacity, or multi-stage units can qualify as high efficiency heat pumps under this Standard. For two-capacity, two-stage, or multi-stage units, the rating shall be based on high-stage operation. For variable speed units, the rating shall be based on maximum compressor speed.
