5.4.1.1 Scope and documentation
Where present, plumbing systems, HVAC systems, refrigeration systems, and fire protection systems shall be commissioned. More stringent verification and performance testing shall be considered for specialty areas, given the specific sensitivity and tolerances needed for such areas.
As a minimum, the following contract reference documents shall be provided to the commissioning team prior to commencement of the commissioning process:
(a) a complete set of contract drawings, specifications, and associated documents;
(b) shop drawings of all equipment and components;
(C) control drawings and sequences;
(d) wiring diagrams;
(e) operation manuals (when available in the process); and
(f) air and water balance reports (where available).
Note: Specialty areas include, but are not limited to, life safety systems, computer areas, bank vaults, laboratories, and archives.
5.4.1.2 Intent
Commissioning of mechanical systems shall include the static verification, start-up, functional performance testing, post-occupancy evaluation, and documentation of the installation and performance of all systems.
Commissioning should begin with individual pieces of equipment before moving to complete systems,and should progress from manual operation to fully automatic operation under building automation control.
When the functional performance of all individual systems (including architectural) have been tested and proven acceptable, functional testing of the integrated systems shall be performed and verified.
5.4.1.3 Static verification
Static verification activities include the verification and documentation that all system elements are in accordance with the design requirements and shall include, the following procedures, as applicable:
(a) hydrostatic pressure testing;
(b) flushing/cleaning;
(C) chemical water treatment;
(d) inspections by authorities having jurisdiction;
(e) documentation of all equipment and systems information, such as model no., serial no., etc.; and
(f) engineer's review.
Test results shall be recorded on pre-approved forms and submitted to the commissioning team. See CSA Z320 electronic check sheets for recommendations on documentation.
5.4.1.5.1 Before the functional performance testing of each system, the commissioning authority shall ensure that the components and systems being tested have been installed and labelled in accordance with the contract documents. Functional performance testing shall include, as a minimum, the following:
(a) start-up or activation of equipment and systems;
(b) completion of testing, adjusting, and balancing; and
(C) calibration and testing of controls.
5.4.1.5.2 Equipment and systems, including control logic, sequences, and components such as interlocks, shall be proven operational under all normal operating modes (including part and full load) and abnormal or emergency conditions.
5.4.1.5.3 If any check or test cannot be completed because of seasonal limitations, lack of occupancy, or other reasons, this fact shall be recorded along with an indication of when the test will be rescheduled.
5.4.1.5.4 If any check or test cannot be completed because of building structure or other building system deficiencies outside the scope of the mechanical systems, these deficiencies shall be corrected by the appropriate parties before completion of the mechanical systems commissioning process.CSA Z320-11 pdf download.
