The internationally recognized EMS Standard, ISO 14001 (published by CSA as CAN/CSA-ISO 14001), specifies requirements for an organization's management framework but does not set environmental performance levels. Unlike management system standards, performance standards set obligatory threshold levels or objectives (e.g., watercourse setbacks) for an organization. CAN/CSA-Z771 can be best described as a management system/ performance hybrid Standard, since it not only sets requirements for an organization's management system but also requires organizations to develop and implement performance-related environmental management practices (e.g., manure/nutrient, odour, and mortalities management planning). Figure 3 reproduces the clause headings of CAN/CSA-Z771.
Application of CAN/CSA-Z771 is voluntary. Hog organizations choosing to apply the Standard are expected to meet all of its requirements to be in conformance with it. Hog organizations implementing the Standard may choose to have their EMS registered by a nationally accredited third-party registration body. Hog organizations choosing to become registered to the Standard typically undergo an initial registration audit, yearly sureillance audits, and full registration audits every three years. Annex A provides further detail on registration procedures.
CAN/CSA-Z771, although specifically designed for hog operations, may be applied to operations containing hogs and other livestock. "Multi-livestock" organizations that choose to implement this Standard are expected to meet all of the requirements of the Standard, including the mandatory implementation of specific environmental management practices. In addition, multi-livestock operations choosing to implement the Standard would be required to identify and manage potential environmental impacts associated with livestock other than hogs.
4 Environmental management systems for hog operations:Implementation guide
4.1 General
CAN/CSA-Z771 applies management system principles to environmental issues associated with the activity一the hog operation一of hog organizations. Figure 4 shows the relationship between a hog organization and hog operation. The hog organization is the person or entity that implements and, if it chooses, registers to the Standard, while the hog operation represents the activities, infrastructure, and geographic area covered by the EMS.
An organization can have ownership and control over one or several hog operations. The organization may choose to develop an EMS for one, several, or all of its hog operations. For organizations with more than one operating unit, a single operating unit may be defined as an organization.
4.2 Environmental policy
An environmental policy is a statement that sets forth the organization's guiding principles, commitments,and performance goals related to environmental management. The ownership or management of the hog organization is responsible for developing, implementing, monitoring, and modifying the environmental policy.
The organization's environmental policy should be appropriate to the nature, scale, and potential environmental impacts of the hog operation. The policy should be approved and signed by ownership or management to signify their commitment.
